Driver stopped in Hartlepool earlier this evening after beeing seen driving in Owton Manor Estate. After a quick chat with the driver it was clear to officers that he was under the influence of drugs. A positive result on the drugs wipe confirmed this and the driver was arrested. He subsequently refused to provide a sample at the police station and is awaiting charge. pic Cleveland and Durham RPU
